Job Description

Interim Quality and Contracts manager

£400 per day

3 months

Our local authority client is looking to appoint an interim Quality and Contracts Manager to provide supervisory support to a small flexible pool of Quality & Contracts Officers.  You will undertake tasks across the full range of contracting activities as required and be expected to work flexibly across service user groups (adults, children, older people) in line with the priorities determined by the Quality & Contracts Team but in practice they are likely to specialise by client group or type of service depending on the skills and experience.

You will;

  • Be responsible for ensuring that all relevant County policies and procedures are adhered to and concerns are raised in accordance with these policies
  • Liaise with Lead Commissioners to review and renew contracts, internal and external service agreements and to assist where required to commission new services.
  • Ensure that all services are managed in accordance with Directorate and Council procedures and that appropriate contract governance is maintained at all times
  • Ensure continuous improvement of services, through discussion and good communication with people who use services, carers, providers and operational staff.
  • Help to ensure that key services are delivered, reviewed, redesigned, and monitored in an open, transparent and commercial environment that ensures efficient use of resources for the council.
  • Be personally responsible for managing a portfolio of contracts that may be both service area specific and cross cutting within a specified budget as required.
  • Help design outcome based service specifications in consultation with colleagues and partners
  • Ensure that all contracted services comply with the requirement to safeguard all children and vulnerable adults in line with current legislation.  Where appropriate escalate where this is an area for concern or where this is not being achieved to senior managers for action and for onward reporting to Safeguarding Boards.

In order to be considered for this role, you will need to be a graduate, qualified social care, education or health professional, or equivalent (e.g. voluntary sector/housing) or Procurement and Contracts related and/or Care Commissioning qualification by examination or working towards any of the above.  You will need proven leadership skills, be an enthusiast for change and continuous improvement, have an understanding of ICT in relation to achieving effective QPC control, sound appreciation of potential for QPC to achieve business efficiencies and good communication and negotiating skills with ability to influence people at all levels.
